Curious... did you ask these questions of the people who had them for sale?

You can use them just as you would regular hulled sesame seeds. They'll last longer because they do have their natural protection. If sprinkling for a topping it's a matter of aesthetics so people tend to used hulled seeds if they're used to go on top.
