Post Vinegar from Wine?

"I discovered a few old (circa 1976) bottles of white wine (Blue Nun Liebfraumilch - twist top) that have obviously gone bad (you can see the precipitate and "strings" if you hold it up to the light. Can this be processed into wine vinegar? Or is it some deadly poison that I should discard immediately?" Plato

From my understanding to make 'good wine vinegar' you need to start with 'good wine' and inoculate it with a mother of vinegar.
I don't believe old oxidized wine would make good vinegar, unless of course you are using old sherry which is supposed to be oxidized.

The mother is made up of various bacteria- but specifically mycoderma aceti.
