Default manufacturing cream

I have recently moved from Ca. to North Carolina and am opening a restaurant in October. Is there a reason I can't find manufacturing cream here? Also, does anyone know what culinary cream is? It comes in the form of a paste or base I am told but, I've never seen or heard of it in my 25 years of cooking.

Recently I read that manufacturing cream can sometimes be found at Costco. I'm just passing this on FWIW as I've never been inside a Costco, and don't even know if there's one where you are.

It's true that sometimes you can find manufacturing cream at Costco and, at a very good price. My problem is that since moving to North Carolina, no one, not even my food sales people, have ever heard of it. It's the strangest thing.
