Default will cooked sugar dissolve in water without heat?

At what temperature does cooked sugar dissolve in water? If left overnight, will a small browned chunk of sugar dissolve in acidic liquid?

Yes, eventually, depending on how hard it was cooked to, the longer and hotter it will take.

Because I'm building a lighthouse out of caramel and i need to make sure that it will withstand the beating from the seasonal coastal storms.

That's quite an undertaking. Have you done anything like this before?

My own experience is that such a construction won't stand up past a short while without a protective coating and a solid structural framing. But I was only seven years old when I built my sugar castle at the beach, and my skills were marginal.
