I'm a chef in the business 30 + years. I will get or peel whole cloves. Put in a small sauce pan and cover with oil( any kind). Simmer for 20 to 30minutes. The color will determine the time.Cool and strain .Save oil in a separate container and refrigerate the cloves.You can use the garl ic whole and it will break down or you can make a paste with it. And you have infused oil also.
