Ando, do you mean a sort of croquette- a flattened cake made of bits of fish, mixed with egg, bread crumbs and seasonings, then fried in a pan?

Or do you mean whole pieces of fish, which are dipped in a batter mixture (flour, etc. with egg and/or other liquid), then fried in deep fat?
