From my understanding to make 'good wine vinegar' you need to start with 'good wine' and inoculate it with a mother of vinegar.
I don't believe old oxidized wine would make good vinegar, unless of course you are using old sherry which is supposed to be oxidized.
The mother is made up of various bacteria- but specifically mycoderma aceti.
