Sopapillas gone flat

I have had sopapillas in the past that were soft and light and very airy. I just tried making them at home with a basic recipe and they were pretty tasteless and way too dense, even when I rolled them very thin. I would like to know what I can do to make them puffy (hollow) and soft.

2 cups flour
2 tsp baking powder
1 tsp salt
2 tblsp shortening
3/4 cup warm water

What time and temperature are your cooking them at? Too low a temp and you won't get any steam leavening. Too long, and you'll take all the moisture out.

Sopapillas

The oil is hot, probably 375 - 400. The sopapillas are cooking pretty quickly with some air pockets but still look thick and not puffing overall like I want them to. I think maybe the baking powder may be the problem (too old), but they don't taste very good either.
