water bath

I have a Icing recipe and it says to use over a water bath,it does not say if water should be warm or cold or with ice cubes does any one have any advice? The recipe I have is for the rosewater pink icng cupcakes.It says to combine 1 cup of icing sugar,2 tsp. of milk,and 1 drop of red dye in small bowl over a water bath.

im assuming you would put those ingredients in a bowl and set them over a pot of simmering water. stir them together until its warm to the touch.
