Recently my rosemary has been drying up and turning brown, soon after I found out this was due to a lack of water. I have been making sure that its water needs are being met, and the tips are turning greener while the bottom foliage still seems to remain brown. Do you still think this rosemary will recover? Thanks!!!!:D

I live in the South of France and Rosemary grows really well here. Sometimes I don't water it for weeks and it doesn't seem to mind.
My recommendation would be to cut it right back. I prune mine brutally and it grows back like mad. Most plants appreciate a good haircut :)
