Does FDA have standards on bread expiry dates?

I've had fair share of bread going moldy BEFORE the labeled expiration date on the package stored at room temperature.

Does the FDA have standards for expiry dates on bread?

For example,
"no greater than 1% of products shall exhibit signs of decomposition or visible mold at the end of labeled expiry date after standard transportation and storage at ambient conditions of 70°F, <=50%RH"

When you buy bread from supermarket' It is laying around in the plant for at least 1 day.then shipped to distribution point .another day. In the trucks for delivery, to the market, into your car and then your home. How many changes in temperature do we have here?( 4 or 5) I have seen bread with condensation on inside of bags and out from high/ low changes in outer temps. This makes it go bad faster. From what I gather FDA has nothing to do with bread manufacturing. Also expiration date means last day for retail sale, not consumption. Thyere is no standard room temp as you can see.:D
