Maybe ask the "Permit" people in your city first (unless you don;t need a permit)..  They will tell you what you need to start a business.. Get all the legal stuff done,  then worry about the location and supplies later.  You want everything to be legal...  so don;t think of tricks.. you won;t get away with that.  Fines are very steep.

You need to check:

  • Planning department- to be sure zone permits bakeries, and
  • Building department to determine what permits are needed for electrical, plumbing, HVAC, remodel, renovations, etc., and
  • Local Health department for kitchen requirements, refrigeration, hand washing, sinks, floor sinks
  • Fire department for ventilation, fire suppression, and fire extinguisher requirements
  • Local finance department for business license(s)
  • IRS for employer number
  • State sales tax office for resellers permit
  • ServeSafe, NRFSP, or equivalent for Food Safety Manager certification
  • Insurance broker for liability property damage, business interruption, and product liability insurance as well as workman's compensation and employee health insurance

After that, you can worry about equipment and supplies rollsmile.gif

Good Morning,

Wow, Good Luck ...

I agree with Chef Pete 100%.

A friend who has a similar food related business and or is a lawyer; or a Lawyer specialising in Retail for a Gratis Consultation ... ( normal here is gratis for a consultation ... ) would be able to cut through some of the Bureaucracy and assist ...

Having never lived in the state of Texas, it is good to look up Business Retail Laws online or at Library ... and have some understanding and knowledge behind u.

All my best.
