How to make sugar water foamy?

hey everyone i am planning to make a south asian dessert called "Rasmalai". So in this dish i have to cook paneer (indian cheese) dumplings in a sugar water using a pressure cooker so they expand and become like sponges: http://www.youtube.com/watch?feature=player_detailpage&v=IhSmTPbUml8#t=1613s. Unfortunately i dont have a pressure cooker, so i was watching this other show where they just used a sugar water in a pan (no pressure cooker) but they used something called "Rheeta" to make sugar water foamy so the dumplings cook properly from every side like this: http://www.youtube.com/watch?feature=player_detailpage&v=IhSmTPbUml8#t=1613s. But here i dont know where to buy Rheeta. So my question is what else i can use to make sugar water foamy.
