Sort-of-New Rules for Saluting the American Flag

Some months ago, KYH and I had a discussion of how to salute the flag. I said I used hand-over-the heart; turns out that in 2008, the Flag Code was amended to permit veterans, not in uniform and whether or not wearing a hat ("covered") to render the military hand salute at appropriate times:
