best ways to find a head chef job.

Hello all i was hoping for a little feedback on a subject ive thought about for some time..in the philadelphia area their are many many restaurants and ways to pursue various kitchen jobs.however i find the chef job difficult to pursue unless you have a "name"following you.there is one website ive used most my career and have had some head chef interviews from this site but there are also times when you could go a week or so without seeing a job pop up.that said if your looking for say a sous or line cook job u could just casually stroll into a restaurant during its down time n try to catch the head chef and leave a resume.however if your looking for a head chef job clearly that process wont work.so my question to you guys would be whats another way to go about pursuing these coveted types of positions?
