Cooking boiled bacon (gammon/ham) instruction error?

I found a meat cooking calculator, but I think it has an error

 

Here is the instruction for 6oz and the times for every step, but is step at 23:47 and 23:51 the wrong way around?

23:23 Place the bacon joint with rind (if any) in a large pot and completely cover with cold water.
23:23 Bring to the boil (uncovered). The purpose of the first boil is to remove any excess salt.
23:35 Immediatly the water boils, discard the boiled water.
23:35 This is a good time to add any flavourings (beer, herbs, spices, vegetables etc.)
23:35 If using flavourings, add them now, top-up with enough cold water to cover the joint and return to the boil.
23:47 Reduce the heat and simmer, covered, for 9 minutes
23:51 Skim and discard any scum from water.
00:00 Remove the joint from the pan and discard the water unless needed for stock.
00:00 Remove and discard the rind. Carve and serve.

 

It doesnt make sense for the timing, if they was swapped around they would, 23:51 plus 9 mins equals 00:00.

Are the reduce heat and skim results the wrong way around?

So, you think the skimming needs to be done at 23:47, right?  Which takes 4 mins if your simmering for 9 mins starts at 23:51 means you take it out of the water at 00:00?  But then, 51 -47  = only 4 mins...23:47 + 9 mins = 23:56.  Then 4 mins to skim.  Take out of stock.

 

That's the mistake here I think. Follow the steps as they are but change the 23:51 to 23:56.
