New editor only appears once in a while

... and the other time I get a simple text editor and HTML text inside, like this:

Well... I can't even post a screenshot as right now I'm not getting the new editor, a simple white box to enter text only.

And now it appears... so here's what I'm getting the other times - sometimes when editing my post as in that screenshot, but also sometimes when replying to a thread.

What browser, OS are you using.

Clearing the browser doesn't help. Sometimes the editor shows up, sometimes it doesn't. A minute ago it didn't, and now I can see it. Sometimes I don't see it, I go back, and forth, and then I see it. Sometimes, going back and forth doesn't help at all.

More problems today. The problem seems to be limited to using the Google Chrome browser. Now typing this from Safari, which shows me the new text editor. 

 

More info for the developers: 

 

In Safari (which works), I can first see a blank text entry box, then the text entry box disappears briefly and is immediately replaced by a blank text entry box with the new editor buttons at the top. This all happens within 1 or 2 seconds, perfectly acceptable, great. 

 

In Chrome (which has the issue), I can first see a blank text entry box, then the text entry box disappears forever and nothing replaces it.

I'm getting the primitive editor too, not the good one. My settings are for the Rich Text Editor. If I clicke the Full Page Editor link, I still get the junky editor.

 

I'm running Chrome Version 29.0.1547.66 m on Windows 7 64 bit, fully updated.

Add Recipients in the PM Reply box hangs indefinitely...

Yesterday I updated my Windows 8 to Windows 8.1 and now there's a line in the editor, just under "Reply" that says; "The rich text editor is not compatible with your browser. You may see some HTML source displayed. Any BBCode you enter will be converted to HTML when you save."
I'm using Windows Internet Explorer 11.

Edit; this post is also a test. The editor works but the warning line ("The rich text editor is not compatible with your browser. You may see some HTML source displayed. Any BBCode you enter will be converted to HTML when you save.") stays. I'm seeing HTML-code when I use the "quote" buttons.

It will take a little time to update to the new 8.1 OS tweaks. That's to be expected i suppose.
