What Ingredients to use to make......

Hello all -

 

I apologize for the ignorant question, however I am looking to know how to accomplish the following:

 

I would like to be able to combine specific ingredients together then bake or simply let dry to make a cookie like shaped Item that would  bubble up/froth up when added to hot water?

 

This would be more of a dairy product.

 

I know this is a little vague but I do not know where to start, i know this must be a dairy product and must foam or bubble up upon entering hot water/liquid.

 

 

Any Ideas for the ignorant?

...essentially I would like to make a dried  MILK or CREAM FOAM....that foams up upon coming in contact with hot liquids....???

Add some baking soda to milk powder
