I am looking for a bit of advice or guidance from professionals.

I am a Manager at a busy pub in Ontario. We are located on the shores of Lake Huron. We are the busiest spot in our region. But our problem lies in our kitchen. 

In the past we have hired locals to run our kitchen, and so far it has not worked out for us. Between astronomical food costs, poor management/moral and a lack of vision we have not had good experiences, and have found ourselves without leadership in our kitchen.

We have now come to the realization that we need to recruit a chef from a more metropolitan area.  That way they have the skills and knowledge to be successful and be able to understand our vision.

Where we need help is in the recruitment process. A few questions that we are struggling with is where should we be posting this job? What wage should we be offering to make the position and relocation attractive? How do we put a package together and what should be included in it? Should we be offering accommodation?

Any advice would be greatly appreciated.
