Locking old threads for archive

One of the "issues' I've noticed pretty continuously over the years is the emergence of old threads where someone replies to a post that is YEARS past any previous responses. Sometimes these threads are 10 years (or more even) old. 

 

I suggest that locking and archiving old threads would help clean up the boards and promote new discussions. I am not suggesting they be deleted, so that people can still search and read the threads for posterity, but replying and putting years-old threads to the top of the page is, frankly, silly. 

 

Most other forums do things like this...why not here?

 

Also, is there ever any talk to doing a site re-vamp or re-model? I don't know the word, but the site has looked/functioned the same since it opened basically...at least how it looks. 

 

Something a little sleeker, more modern in website design? Might attract new members...

I agree but If you notice it looks like the administrator regularly digs up old threads. I always look to see if there is a current post but the last one is years old.
