You dip it in soapy water and waive it through the air. It makes bubbles. lol j/k

From the looks of it, I would say that's one half of a hand held grill or possibly the grill grate to small hibachi-like set up.

There's probably another piece identical to this one that's missing that would connect to it and sandwich the food in the middle.

In Japan, one often sees those sitting a few inches above another that has a very fine-mesh heavy-duty wire screen. You put this whole assembly on top of a gas burner, the wire screen disperses the heat as an intense but non-flaming source, and then you can grill things on the coarse grid such as you have. It's quite effective for a little stovetop grilling at home. But you'd still need the second piece....

I love the idea of using it for soap bubbles!
