Definitely an issue with your rice to water ratio and cooking time. I struggled cooking rice perfectly in the beginning because of a similar misconception regarding the 2:1 rule for all long-grain rice. Since then I've discovered that the amount of water you need depends on several factors including cooking device, cooking time, and grain of rice. I always start with a 1:1 ratio then add 0-1.5 cups depending on that particular rice's cooking time. White rice should cook for no longer than 15 minutes most cases.
